The smaller chest badges that are a gold eagle on blue were established in regulations in May 10, 1944. These were specifically for flight rated roles but for the whole crew (pilot, navigator, engineer, radio, gunner, bombardier). So think of these as active flight crew status badges. They literally translate as - flight personnel badge.
